Is any requirement of SCP and device tree binaries to build the FIP.bin file?

Hi,

    I am use the RDV1MC FVP platform. In that for making the fip-uefi.bin file they use the SCP binary, device tree binaries and certficate files of bl1, bl2, ..etc. Is there is any need of this file for building the fip.bin file physical board?
