Is there a way to fix the memory frequency on the board to some other values other than 800MHz?

Are you referring to the CPU frequency or the DDR memory frequency ?
If it's CPU, then you can refer the thread Luke pointed earlier.
If it's DDR, it's not possible. It's fixed and set once on boot.

On Juno, it's fixed by SCP firmware. Software running from DDR
like Linux on Cortex A cores can't change DDR frequency.
