I would like to know that is it possible to get the advantage of Hardware Asssited Virtualization to develop a Type 2 Hypervisor which runs on
an OS, and How will it work generally to use MMU, SystemMMU, VGIC and VCPU as there will be a conflict between the Hypervisor and the Operating system on which
hypervisor is ported.

Yes it is possible, one existing example being KVM. Linux Weekly News has a good article discussing some of the challenges:

Note: ARMv8.1-A adds additional virtualization features, which makes it easier/more efficient to run a type 2 hypervisor.
