Can we run the A53 cores at different clock speeds?
if YES, How does it effect the complete A53 (L2 cache etc) and system?
if NO, What are the constraints ?

As per my understanding ,The Cortex-A53 processor has a single clock input, All cores in the Cortex-A53 processor works with the same clock.
But each core can be power gated.

you might be right. Each CPU of Cortex-A53 MPCore runs at the same clock.
However, the Cortex-A53 would not be MPCore, each CPU could run at different clock.
The difference of peripheral module clock would be absorbed by the ACLKEN signal.

Could you please elaborate more on this.
I mentioned the case which there were several clusters of Cortex-A53.
In the case, each cluster can be independently clocked.
