Basic difference between "Generic User Guide" and "Technical Reference Manual"

Hey hi , I am very confused between this two file. Currently I am working with SAMD21 controller based on Cortex M0+ processor so on referring this two file , i found variations.

while dealing with system exception in "System Control Block"  the two manuals shows as:

Cortex-M0+
Revision: r0p1
Technical Reference Manual : According to this it has "System Handler Control and State Register"

Cortex-M0+ Devices
Generic User Guide : Acording to this there is no such register.

Whereas in Controller startup file , I found the SHCSR register.

So kindly please tell me both manual are for what.
