AnandTech http://www.anandtech.com/show/11441/dynamiq-and-arms-new-cpus-cortex-a75-a55/5 speculate that "If all goes according to plan, we should see the first SoCs using DynamIQ and the A75/A55 in Q1 2018 (maybe Q4 2017) on 10nm."
I haven't the foggiest if that is a good guess or not, but until some company does a press release guesses like that are about the best one can expect.
I wonder, why do you want to know? I mean, do you have specific needs that can only be solved by a smartphone with CA75?You might as well ask: When will ARM publish ARMv9 architecture?
