From what I understand, I may not redistribute the Mali GPU Compression tool, even if I include the license. Is this correct?
I am developing software where it would be useful to distribute the tool to contributors.
Yes, your understanding is correct. Downloading directly from our download portal makes it clear that (1) it's an official / trustworthy download, and (2) it ensures that developers get the latest release which includes any bug fixes.
However note that many of the underlying compressors are available as open-source command line utilities if all you need to redistribute is the compressor.

... and the format conversion is handled via ImageMagik.

As Pete said above, the compressors may give you what you need. Otherwise you are very much welcome to include a link to the Mali GPU Texture Compression Tool - Mali Developer Center within your software
