anyone konws that GPU driver code is GPL compliant

when search ARM Community，found that GPU driver has Linux and Android open source code，not release USER SPACE GPU driver codes，only supply kernel drivers code。

but kernel driver code Comply with the GPL license，i wanna get GPU driver code does not comply with the GPL，help this？
