Keil MDK version 5.36 needed T_T

I was using the latest MDK 5.38 so as i was building a project on ARM compiler 5.06 update 7 (build 960) idk why i just need the free memory 32kb version, so whenever i build my project Error: C9555E: Failed to check out a license.

so idk why this Flex error code -1 is there so i am planning to use the downgraded version of keil thinking it might solve it , please YELP !!!!!! T_T
