Cannot download FlexNet Publisher 1.17.2

Hi!

My Arm FlexNet license server has failed and I am trying to install FlexNet Publisher on another server.
However, I am having trouble downloading FlexNet Publisher from the arm developer download site.
Something like a loading display is running forever.
Can someone please help me?
