Expired certificate error when trying to get package index file

I am trying to execute a command in VS Code that uses cpackget to do something with the package index file "index.pidx"

The command is:

I got this command from a vscode template on github but I am slightly unsure what it does and why it gives me this error.
I would appreciate any help if anyone has worked with .pidx files before or is experienced with cpackget.
