    I think you are trying to use a FuSa version of Arm compiler 5.06u7 with a MDK Community Edition. This intentionally won't work. Make sure that you either use the compiler version 6 that comes with the MDK installer, or install a non-FuSa version of the Arm compiler version 5 as my colleague already mentioned.
