Infineon C161CS, C161JC or C161JI

Fixed Until Broken

I am interested in the Infineon marked 9399059AB Microcontrollers to repair GM instrument clusters. We know the 9399059AB is rebranded c166 family chip for GM I think its a Infineon C161CS, C161JC or C161JI. I can source  9399059AB's from china but I need a way to flash them with a bin to get them running in. I need a tool to flash and readback(dump) the Microcontrollers. I have a J-link but the J-link does not support the C166 family. I think a Ulink2 can program it but I don't see how to Dump the flash memory off the MCU. I would like to keep the tool price under $300

I currently already do this repair with the ST30F772A on the newer cluster(07-14) but that one is easy it works with a Jlink through JTag.
BTW I open source all my repairs but obviously I share the firmware since its not my intellectual property but I can show other people how to do the repair.
