AT89C51ED2 Reset pin is latched up to high state

I am using a 64 pin VQFP AT89C51ED2 which has been mounted on a VQFP to DIP pcb. I observe at power up, the reset pin is latched up to high state. Wiring conditions are :Vcc=5V, Gnd, EA=1, 11.0592Mhz crystal with 33pf load capacitors, reset to ground 1K and tact switch for reset, no pull ups to ports (as nothing is connected). My observations are that at power on, reset pin is held to 3.4V even if the pin is connected to Gnd through the 1k resistor. Oscillator pin Xtal1 does not generate any frequency and Xtal2 has 11.0592Mhz with a DC shift, in this condition if I check ALE it shows high state. If I force the reset pin to Gnd, the controller shows activity on ALE and the oscillator out pin, however in normal power-up the reset pin is latched to 3.4V on its own. Am I missing something?
