Telnet on RL-TCP works for one time

When I set "Number of Telnet Connections" to 1,telnet Connection works for one time.(I know that this configuration means on simultaneous connection.)
I disconnected telnet connection every time when I connected,but when I want to connect to it again its not work.(ping is available).

Whats the problem?

It seems disconnect procedure don't alert the TCP-stack and doesn't clear its flag for new connection.

I find the answer. I forget to call timer_tick() every 100ms, after that everything is OK.
