I know of no devboard that does not come with a power adapter
You obviously never bought one off ebay.
No, I would not buy a questionable devboard.
However the schematic (if not available the buyer is plain stupid) should tell what voltage is required, and most of us have a box full of wall-warts somewhere or it can be bought from Radio Schack or Digikey or whereever
