flashing hex file to 2478 using keil

Hello,

I am trying to flash a hex file to lpc2478 using keil and unlink unit. I am following instructions from this keil link http://www.keil.com/support/man/docs/uv4/uv4_fl_hexdownload.htm
Every time i try to Flash->Download , it errors out saying "Could not load" the .axf file. Do i need the .axf file too?
