Keil offers both, of course in MDK-ARM Professional edition.

yes I know keil provides source code for FAT32 but with use of RTX kernal .I don,t want to use RTX kernal.if you have some link without use of RTX kernal Please send me.

This is not correct, Keil's FAT32 does not need RTX.

I am not expert just a beginner
The source code that i downloaded from the keil site include

#include <RTL.h>
#include <rl_usb.h>

i think these are RTX kernal Library files. I have no idea about RTX kernel and RL-ARM.
Please Guide me in this case.

RTL.h and rl_usb.h headers only mean that that is a part of Realtime Library not that it uses RTX.
