You kind of forgot to tell what processor.
You kind of forgot to tell what board.
You kind of forgot to tell what program you used when trying to program.
Depending on used board, there may be more than one way the chip can be programmed (RS232, JTAG, ...) so what interface did you use?
Was the device powered (external power, or through USB, ...)?
Was all potential DIP-switches or straps put in their correct state?
Depending on board and chip - was required push buttons pressed or signals held low or high etc when the chip came out of reset?
LPC seems to indicate an NXP chip, but they have more than one chip with LPC in the model name. And there are many development boards with LPC chips. And it might even be a board you have designed, in which case there may be a design error in the hardware.
