About J-LINK ARM Debugger for ARM based MCUs

hi ,

I m working on stellaris MCUs lm3s8971. My question is that -> can the J-LINK ARM Debugger be used to program or flash the hex file on to lm3s8971 or any ARM based MCUs ?

If yes then how ?

I have designed some PCBs using the ref design of lm3s8971 and my major confusion is that how can i upload the code to MCU using JTAG.
