Code, by definition, is deterministic - therefore it cannot possibly generate random numbers!
The best you can do with software alone is a pseudo-random number generator, PRNG.
I'm sure you can manage to put those keywords into Google?

If you want truly random numbers, then you will have to take input from some truly random process; ie, some kind of physical process.
There are very many possibilities, including some components specifically designed for this purpose (as "noise sources") - again, an internet search will bring you plenty of information on this very well worn topic...
