Yes.

But note that it's Sierra Wireless now - no longer Wavecom.

Also note that it has nothing to do with Keil!

No, I have not worked for Open AT. More against it, since they have several times made design changes to the API breaking existing software. And it isn't uncommon that firmware updates of the modules breaks the applications.
