lpc2124 ISP mode problem.

Hi all.
I am using lpc2124. No matter how much i tried, the chip just wouldn't execute my code. Then last night it came to light that the chip never leaves the ISP mode. I manually ground the pin 0.14 using a jumper to go into ISP. But even when the jumper is removed and even though i am getting a 3.2V level at the pin, the chip still goes into ISP. In hyperterminal i am able to get a message "synchronized" to the input "?" and flash magic reads the device signature and all even when the pin 0.14 is high. What could be the cause of this problem and how to solve it? Please reply early.

P.S.: The chip needs a 1.8 supply at 3 pins to run the core (or so the datasheet says). At those pins i am getting 3.2V. Can it be that the chip is damaged in some way because of the high voltage at those pins?
