one thing I missed going from PIC to ARM is the ability to write to and read from onboard eeprom, or flash with supplied functions.
Obviously, I haven't seen an ARM chip with onboard eeprom but they all have flash memory. so my question is "are there existing functions to write to and read from onboard flash memory for ARM chips?

Again, any on-board Flash or EEPROM will be specific to the particular chip - so you will have to look to the chip manuafacturer for such functions.
Many manufacturers do provide a "support library" for their parts; eg, ST have a "firmware library" for their parts...
