Unable to Halt ARM Core

I am using MAC7111 evaluation board for my development.

I am using J-Link for debugging the code with the help of IAR Embedded Work bench.

I was able to flash the code successfully once.

Next time when I tried to flash the code, The IDE is showing an error message saying that

"Unable to halt ARM Core"

Even I tried with "Hardware halt after delay" and "Hardware halt at 0"
options..it did not work
Please help me in overcoming this problem.
