For over 10 years, Keil provided our partner Silicon Labs with a master PSN that unlocked A compiler for the '8-bit Microcontroller Studio' or 'Simplicity Studio'.
It you follow this procedure:
pages.silabs.com/lp-keil-pk51.html
...and after submitting the form on the Keil licensing webpage, it returns web error code “9939”.
This is because this Master PSN just expired at the end of February. The Keil and Silicon Labs teams are working to get the support period renewed. See also this KB article:

Please contact Silicon Labs support for details. They will notify you when this issue is resolved. Be patient, we hope to have this fixed very quickly.
Short term workarounds for the 9939 error code : - Continue using the standard 2K edition of the C51 evaluation tools - Contact Keil and purchase a full version of the Keil tools.

The licensing mechanism is up and working for now. There should be no more issues licensing '8-bit Microcontroller Studio' or 'Simplicity Studio'.

2) Fill out a form to get the new working PSN:
