The two are a bit unrelated, how the display is attached is going to be highly board dependent, and you provide no details on the specific board or the attachment of the display to it.

will be connected Using SPI with LPC2148 .. (My available Hardware)
i searched but am only getting libraries for ARM Cortex .. and Arduino .. I need For ARM 7 in "C Language" .
Am Using Keil MDK5 with Legacy support
why don't you just write such a file by yourself?
