Keep getting message no Ulink Device found; Then get Error: Flash Download failed- Target DLL has been cancelled.
into Flash utilities and Debug under Ulink arm debugger, settings and show no ULINK device found

Under windows device manager do get device in Human interface devices for location: Location 0 (Keil ULINK2 CMSIS-DAP)
Yes is a ULink2 and is connected to USB port. The USB light on it is red.
What version of uVision are you attempting to use? The older versions won't support DAP firmware.
What are you connecting it too? Some devices want SWD connectivity only, and don't support JTAG.
Do you have the correct drivers and DLLs to support the ULINK2? And do you have a flash algorithm selected for your chosen device?
The previous responder wanted to confirm you actually had the right device attached, people come here complaining that ST-LINKs, etc aren't found as U-LINKs, because the aren't.
Have you connected to the target device properly, and is it powered? Have you successfully used this pod before, on anything?

This is a brand new Ulink2 unit; had a older one that worked but seem to have miss placed it.
You likely need to configure a "new" ulink2 to work with the "old" version of Keil.
Install a new version of Keil on some machine. With the Ulink2 connected to the machine enter the command...
C:\Keil\ARM\ULINK\Utilities\UL2_Configure.exe B0
That utilities folder does no exist in that directory.
I located it in:
C:\Keil_v5\ARM\ULINK\Utilities\
