USB-CDC soft disconnect

Hi All,
I am working with STM32F103 board. I use USB Virtual Com port(USB-CDC) for communicating with a PC. It is working fine. But when I reset the STM board or reload the program, USB communication is not happening. Is there a way to re-enumerate USB with the PC once the reset happens. In a different thread, I saw that USB-OTG has this feature available. I am looking for a solution for USB-CDC.

Any help will be much appreciated.
