windows API/SDK for ULINK2 Device

I want to develop profiler tool (custom windows Application) for Performance Analysis and Diagnosis of ARM-based device. I expect this solution works as non-intrusive way. I want to fetch data from my device through ULINK2 or similar adapter. Is there any windows sdk/api available to serve this purpose ? Thanks in Advance.
