Select Device For Target empty

First time Keil MDK user. Trying to create a project, but uVision "Select Device For Target" list is empty.

I installed Keil MDK.
Licensed with STM license: MDK-ARM Cortex-M0/M0+ 256K for ST
Installed Pack Keil:STMF4xx_DSP v2.11.0

Launch uVision V5.24.2.0
Project --> New uVision Project
Picked a folder and project name "test"
Get a "Select Device for Target 'Target 1' dialog box
"Software Packs" is the only option in the drop down
Selection box is empty!

Any ideas? Did I miss a step?
