STM32F429 Chrom-Art Accelerator (DMA2D) is a specialized DMA dedicated to image
manipulation. Does keil support it in its emWin middleware library?

Yes, Chrom-Art Accelerator is used in the emWin driver for the STM32F429I-Discovery board support in the STM32F4 Device Family Pack (http://www.keil.com/dd2/pack/).
