Calculate Programming time of flash using jtag

I am trying to calculate the programming time of writing a bin file into flash memory of Arm cortex Mo through Jtag via Altera FPGA.

Any inputs regarding
what is the algorithm to calculate programming time?
How to even program a bin file into flash using JTAG.
