RL_TCP Does not ping once cable reconnected

Hi,
I have made a simple test for new version 6.2.0 RL_TCP, I'm not using DHCP, every thing works perfectly, But when I disconnect Ethernet cable and reconnect it, the board does not ping, I should reboot the board so every thing works again,
What should I do, so when I unplug and plug the Ethernet cable the board ping's!

Might this depend on your hardware implementation?

Might you need to reconfigure/negotiate the PHY connection?

I'm using MBC1700 and even the HTTP server example from keil does not ping again on device reconnect! what am I missing?
