LPC2148 problem

Hi everyone

I am facing a weird problem with LPC2148.

I have written a simple code for LPC2148.(Just made some pins high for a particular time)
The code works on a development board and a small board which I made.I have powered the micro using only pin 23(VDD) and pin 25(Vss)

But if I remove the lpc2148 and connect pins 23(VDD)and 25(Vss) through jumper cables to the micro controller ,the pins do not turn high.

Should i connect any other pins of the micro controller?Can anyone please inform me the reason why this is happening?
