Problems with Multilink Universal and Freescale Freedom KL25 board

I am trying to use the P&E Multilink universal with the Freescale Freedom KL25 board, and have opened J11 of the board.

The computer can communicate with the P&E multilink, but I get the message "Can't communicate with the target processor! Please check your connections etc..."

I have tried with Keil MDK V5.10. Any suggestions, application notes, etc would be useful.
