No, I'm not talking about professional, costly devices.
I'm talking about existing fingerprint readers costing maybe $10 to $20 that might be able to store 10 fingerprints in the device.
So the programming needed is to decide when it should be in 'learn' mode, and which memory slot the programming will fill and which user that memory slot should represent.
And later the programming needs to react to 'invalid' scans or to scans that tells you what memory slot the scan matched. You translate the memory slot to mother, father, little sister, big brother, gardener, ... and decide what to do. But no involvement of actual fingerprints.
Could you please give me an example of such existing and low cost devices? I'm curiuos if their equivalents are also available here in my country.

Did you try to just google for cheap fingerprint scanner?
fleabay has a large number of different fingerprint scanners around $10 to $20, and several of them has memory storage for multiple fingerprints and do all the fingerprinting on their own.
A bit of googling would also find a couple of school projects.
