I'm working on rl-usb with microcontroller lm3s3748.Usb drivers(Hardware Specific Layer/Hardware Layer module)for this microcontroller Unfortunately is not, someone can help me and tell me how I can find these drivers?

That's part of the MDK Professional, isn't it? In which case you must have a licence - so you should conatct Keil support.
BTW: TI declared all the LM3S.. parts "Not Recommended for New Designs" (NRND) some time ago...

This Means there is no usb driver(Hardware Specific Layer/Hardware Module Layer) for this microcontroler and I would have to use another microcontroller.
No it means TI won't likely provide FAE support to you unless you are an existing customer of the part. This doesn't mean code that existed will cease to exist.
May be you should be trying the TI or Stellaris related sites/forums, or seeking a contractor with the required experience?

However, if there is currently no driver, it probably means that it is unlikely that anyone's going to put in the effort to create it...
Again, you should contact Keil support for the definitive answer.
