For some reason you seem to think there is only one ARM processor in the world. So you have been reading the "ARM" manual. Do you not think it would be way better to tell _which_ ARM chip or _which_ manual?
Anyway - the first column indicates which two bits of the configuration register that selects between the four alternative functions for each processor pin.
