I have problem with Keil example for Infineon Relax Lite Kit (blinky). When i dowload code to board and run debugger, the LED on the board don't blinking.

Are you sure that you're actually running the debugger - not just the simulator...?
Yes, I'm sure... I run debugger (and press RUN icon).

The RUN button starts either the Simulator or the target debugger - you have to have the correct one selected before you press the button.
i run debugger in target mode :-). But my LED is off.

Good of Keil to test their code at least cursory before releasing it...
