I most certainly hope not. If you are not capable of doing this yourself, whatever you come up with will risk fire/explosion. Especially if you are trying to charge Alkaline batteries.
A working "library", should you be able to find one, would only work (work, not 'work') if the layout was VERY carefully done by someone specializing in power control.
