I can't find an old thread I started, but since this is a totally different problem, albeit for the same thing, I start a new one. By including STM32F10xOPT.S from the blinky example and in options for target>utilities>settings adding STM32f10x Flash Options I get the flash options in the .hex file. HOWEVER, when loading for debug, 1fff f800 - 1fff f80f is all zeroed out when loading by flash>download.
what am I missing?

then above works, some other (???) thing snuck in. Restoring the project and trying again worked
