ARM9 based SoC- JTAG

I'm trying to get JTAG working on a board which has CS 3516 SoC which is based on ARM9 using ULINK2 and uVision4. The error I get is "JTAG communication Failure"

How one would know the IDCODE and IR len for manual configuration?
