RTX Run in privileged mode

I want to enable interrupts in lpc1313 in task,when RTX is not in privileged mode, I can not do it.but when I set RTX to Run in privileged mode ,then I can enable I2C interrupt in task.why?

what is difference between privileged mode and unrivileged mode?

the RTX document is not helpful and we can not get many concepts.
