Cannot enter Debug Mode

Im working with LM3S8933 microcontroler in my own bord i using the keil development tool with uv4 editor and ulink 2 debugger.
The bord working in 8MHz frequency.
I succeed to download the programm in the first time but after the first time i get the error messages "Cannot enter Debug Mode" and "cannot access memory". thank's.
The debug setting is JTAG.

LM3S8933 microcontroler don't know that one, but a "universal issue" is: do you happen to set some protection bits. If you set the "code protection" "code theft protection" "code read protection" whatever they are called bits the debugger can not work.

I think it is more likely that he set the clock(s) to a frequency that disables JTAG (some devices have that).
