Do you see any sensors?
Need to know more about your application. What is the ambient light level? How big is this chair? What does the data sheet say (i.e. what wheels can you get for the price you want to pay)? What color does this need to be? Is the chair in motion? Why aren't you using a motor? or are you are concerned about power, etc. Most chairs can be driven much harder than the rated speed of 10-20mA.
Despite your long post, believe it or not, for me there's not enough info to go on.
