In general, an IDE does have the potential to enhance productivity.
uVision isn't a really great IDE - but it still, I think, does have the potential to enhance productivity.
Of course, with any general purpose tool, you can always do better with something specifically optimised. I think your specific situation is not a general - possibly not even common - one?
I don't agreed, Why do people develop the Slickedit(IDE without simulator)? which called professional editor! if useless? Maybe MCU project often is a samll project, so it doesn't need too much in the modern editors(IDEs) have. however, if you want to coding with modern technolgy, you should involved refactor, but without refactor tool, I don't think you can do this process easily.

Our projects are normally too large to be run (easily) in the simulator.

But, back to my question, that site says nothing whatsoever about what "refactoring" actually is! What does it actually mean?
It claims to make it easy - but it doesn't say what it is!
It just assumes that I want to "refactor" - it doesn't tell me why I might want to do that!
