Stand alone Flash Programming

Is it possible to use the Ulink2 JTAG adapter to flash a device (LPC2132) without requiring the IDE? I'm looking for some way of providing production programming using a simple interface. Thanks.

IDE is required.

However for production programming you can use the command line to invoke Flash programming (http://www.keil.com/support/man/docs/uv3/uv3_commandline.htm).
