1) V.22 bis/V.34 2) AT Command interface 3) Voice Codec Support 4) SMS Support
So far, I found Si24xx from Silicon Lab:

What do you mean by "SMS" over a PSTN line?
SMS is specifically a GSM service - there is no standard definition for SMS over PSTN lines.

You haven't said what problem this "solution" is supposed to be solving! It is generally more helpful to describe what you are actually trying to achieve so that people can make suggestions on what may or may not be appropriate to that "problem"
Are you looking for chip-level solutions, modules, or boxed & ready-to-go products?
Remember that there may be legal and/or regulatory issues regarding connecting equipment to the PSTN

ETSI may have written some standards, but have they actually been adopted by any real networks?
Have you confirmed that your particular target network(s) are using any or all of those standards?
There are two protocols adopted for SMS in PSTN, protocol 1, and protocol 2!
In my case, protocol 1 is implemented.
