boared does not reset

sir , What can be the probable reason for the board not being reset for dowloading the hex file onto the chip?

sir i have checked the voltage levels at every pin , they are ok. the WSD configuration is:
crystal: 11.0592 kHz;
baud rate set at 9600
COM1 has been selected for serial port transmission.
